Título: O planejamento local é mais eficiente? uma análise de 14 municípios sergipanos de pequeno porte Autor(es): Marinho, Antônio Pereira da Silva; Jorge, Marco Antonio Abstract: This study aims to investigate the framework of local planning in municipalities located in Sergipe having up to 20 thousand inhabitants. Such municipalities represent 70% of the Brazilian and Sergipian municipalities. They face tasks arising from autonomy vested by the new institutional / legal demands as well as the shift of the planning focus from the national to the local sphere. In the first section, the reasons for such a shift are examined. This section also discusses planning at the local level, considering theoretical reasons which presume more efficiency in local expenditures. The second section describes the methodological features of the paper. The findings from this study are based on field research and a cluster analysis conducted by the authors. The third section presents and discusses these results, which confirm our hypothesis of poor planning of most of these subspaces.

Título: Banda larga, cultura e desenvolvimento Autor(es): Bolaño, César Ricardo Siqueira; Reis, Diego Araujo Abstract: In 2010, Brazil defined its National Broadband Plan (known as PNBL - Plano Nacional de Banda Larga). Broadband connection has been acquiring primal importance to the organization of productive processes, commodities, money circulation and cultural organization. The internet speed connection that allows us real-time transmission of data, audio and video is an essential factor for most economic and social processes. Universal access, considered an important element in the consolidation of a digital culture, is a typical issue for developing countries due to high costs and economic conditions of the low-income stratum. Thisstratum, without real public policies, are expected to remain excluded from this process, thus, the old dilemmas of developmentalism return. In this paper we defend the view that the universalization of broadband connection needs to be at the core of a wider public political discussion related to cultural democratization.

Título: O impacto do tempo de pendência das patentes na trajetória de crescimento: uma análise com base no modelo schumpeteriano de crescimento endógeno com avanço de qualidade Autor(es): Moura, Fábio Rodrigues de; Paes, Nelson Leitão; Farias, Tácito Augusto Abstract: This study aims to analyze the impact of the patent pendency time on the Balanced Growth Path (BGP). We assume that during the pendency time the innovative agents face an uncertainty period, which affects the R&D efforts. To operate our assumptions we use the schumpeterian endogenous growth model based in Grossman e Helpman (1991a,b) and Aghion e Howitt (1992). Our results show that the pendency time has a negative impact on growth and welfare, so that a longer delay for the patent decision increases the growth loss. This suggests the implementation of policies to reduce efficiently the patent examination time.

Título: Características e similaridades do setor cultural nos municípios e regiões metropolitanas brasileiras Autor(es): Ribeiro, Luiz Carlos de Santana; Lopes, Thiago Henrique Carneiro Rios Abstract: The promotion of regional policies aimed at developing a particular industry requires, at first, a characterization and description from a regional point of view. Thus, this paper contributes towards offering a classification of the formal market of art and culture in the 5,570 Brazilian municipalities. For this, two complementary methodologies have been applied, namely: i) cluster analysis, and ii) shift-share analysis. It is believed that, based on this characterization, further studies can be developed to propose regional policies that strengthen the art and culture industries.
