Abstract: La promulgación de la Ley 9.478 de 1997 proporcionó una mayor afluencia de regalías (royalty) de&#xD;
petróleo y gas natural en algunos municipios de Brasil. Al ser una receta de transición, es relevante&#xD;
investigar la aplicación de estos recursos desde el punto de vista de las finanzas públicas. Este artículo&#xD;
tiene como objetivo analizar los efectos de la aplicación de las regalías del petróleo en las inversiones&#xD;
públicas en los municipios brasileños en el período 1999-2011. La estrategia consistió en la utilización&#xD;
de un modelo econométrico de panel, a partir de la utilización de los variables ingresos presupuestarios,&#xD;
las regalías y los gastos de capital de los respectivos municipios, obtenidos de fuentes secundarias. Los&#xD;
resultados muestran que los condados más dependientes de regalías se incrementaron los gastos de&#xD;
capital con la entrada de las regalías, tanto por la perspectiva per cápita como la perspectiva fiscal.; The enactment of Law 9.478 of 1997 provided greater inflow of royalties from oil and natural gas in&#xD;
some municipalities of Brazil. Being a transitional revenue, it is relevant to investigate the application of these resources from the perspective of public finances. This article aims to analyze the effects&#xD;
of applying petroleum royalties on public investments in Brazilian municipalities over the period&#xD;
1999-2011. The methodological procedure involved the use of econometric model of panel, from the&#xD;
use of variable budget revenues, royalties and capital expenditures of the respective municipalities,&#xD;
obtained from secondary sources. The results show that the municipalities who are most dependent&#xD;
of royalties increased capital expenditures with the royalties’ growth, both by per capita perspective&#xD;
as the tax rate.</summary>

Abstract: This study aims to investigate the framework&#xD;
of local planning in municipalities located in&#xD;
Sergipe having up to 20 thousand inhabitants.&#xD;
Such municipalities represent 70% of the&#xD;
Brazilian and Sergipian municipalities. They&#xD;
face tasks arising from autonomy vested by&#xD;
the new institutional / legal demands as well&#xD;
as the shift of the planning focus from the&#xD;
national to the local sphere. In the first section,&#xD;
the reasons for such a shift are examined.&#xD;
This section also discusses planning at the&#xD;
local level, considering theoretical reasons&#xD;
which presume more efficiency in local&#xD;
expenditures. The second section describes&#xD;
the methodological features of the paper. The&#xD;
findings from this study are based on field&#xD;
research and a cluster analysis conducted by&#xD;
the authors. The third section presents&#xD;
and discusses these results, which confirm&#xD;
our hypothesis of poor planning of most of&#xD;
these subspaces.</summary>

Abstract: In 2010, Brazil defined its National Broadband&#xD;
Plan (known as PNBL - Plano Nacional&#xD;
de Banda Larga). Broadband connection&#xD;
has been acquiring primal importance to&#xD;
the organization of productive processes,&#xD;
commodities, money circulation and cultural&#xD;
organization. The internet speed connection&#xD;
that allows us real-time transmission of data,&#xD;
audio and video is an essential factor for&#xD;
most economic and social processes. Universal&#xD;
access, considered an important element in the&#xD;
consolidation of a digital culture, is a typical&#xD;
issue for developing countries due to high costs&#xD;
and economic conditions of the low-income&#xD;
stratum. Thisstratum, without real public&#xD;
policies, are expected to remain excluded&#xD;
from this process, thus, the old dilemmas of&#xD;
developmentalism return. In this paper we&#xD;
defend the view that the universalization of&#xD;
broadband connection needs to be at the core&#xD;
of a wider public political discussion related to&#xD;
cultural democratization.</summary>

Abstract: This study aims to analyze the impact of the patent pendency time on&#xD;
the Balanced Growth Path (BGP). We assume that during the pendency time&#xD;
the innovative agents face an uncertainty period, which affects the R&amp;D&#xD;
efforts. To operate our assumptions we use the schumpeterian endogenous growth model based in Grossman e Helpman (1991a,b) and Aghion e Howitt&#xD;
(1992). Our results show that the pendency time has a negative impact on&#xD;
growth and welfare, so that a longer delay for the patent decision increases&#xD;
the growth loss. This suggests the implementation of policies to reduce&#xD;
efficiently the patent examination time.</summary>
