Abstract: Objective: to analyze the alignment of institutional documents and communications of the&#xD;
Court of Accounts of the State of Sergipe (TCE-SE) with Plain Language principles,&#xD;
considering the National Plain Language Policy (Law No. 15,263/2025) and ABNT NBR ISO&#xD;
24495-1:2024, considering its role in promoting substantive transparency, accountability, and&#xD;
social oversight. Methodology: the study adopts a qualitative approach, with a documentary&#xD;
and analytical design, based on Content Analysis. The corpus consists of institutional&#xD;
documents from TCE-SE, examined according to the principles of relevance, information&#xD;
findability, comprehensibility, and usability. Main results: the findings reveal the&#xD;
predominance of technical-procedural language, limited communicational mediation, and&#xD;
weaknesses in information organization, constituting barriers to intelligibility and effective use&#xD;
of public data. A gap is identified between formal disclosure and social appropriation,&#xD;
indicating that availability alone does not ensure understanding. Relevance and Originality:&#xD;
The study innovates by framing Plain Language as a governance instrument in external control,&#xD;
shifting the focus from formal to substantive transparency, centered on intelligibility.&#xD;
Theoretical and methodological contributions: it consolidates Plain Language as an&#xD;
analytical category in Public Administration and proposes a documentary analysis model&#xD;
grounded in normative parameters. Social and managerial contributions: the study proposes&#xD;
a Technical-Technological Product (TTP), consisting of a draft resolution to institutionalize&#xD;
Plain Language within TCE-SE, aiming to improve communication and strengthen social&#xD;
oversight.</summary>

Abstract: Objective: This research aims to present a systematization of the requirements for analyzing&#xD;
personnel admission acts resulting from public competitive examinations from the perspective&#xD;
of external control in the State of Sergipe. To this end, the research seeks to analyze the&#xD;
processes filed with the Sergipe Court of Accounts as "personnel admission acts" between 2019&#xD;
and 2025, in addition to collecting data from the official websites of other Brazilian Courts of&#xD;
Accounts, with a view to verifying the most recurrent guidelines relevant to the analysis of&#xD;
requirements related to personnel admission acts resulting from public competitive&#xD;
examinations. Methodology: This study is characterized as qualitative, exploratory research&#xD;
with an inductive method and is classified as a case study. In addition to the bibliographical&#xD;
survey, data collection can be classified as primary, given the analysis of processes and the&#xD;
checklist used by the TCE/SE, and secondary, considering the data obtained from the websites&#xD;
of the 33 (thirty-three) Brazilian Courts of Auditors. Therefore, a content analysis technique&#xD;
was developed according to the guidelines of Bardin (2016). Relevance and Originality: The&#xD;
relevance of this study is evident because the selection of public servants through public&#xD;
examinations is a rule established in the Federal Constitution. Thus, the role of the Courts of&#xD;
Auditors in external oversight is a tool capable of contributing to the interests of the entire&#xD;
community through the oversight of public examinations, which must be conducted in full&#xD;
compliance with legal principles and provisions, with previously summarized and well-defined&#xD;
guidelines, to combat hiring processes tainted by favoritism of any kind. The originality of this&#xD;
work lies in proposing a systematized presentation of the guidelines and requirements for&#xD;
analyzing the hiring of personnel resulting from public examinations from the perspective of&#xD;
state external oversight, given that the Sergipe Court of Auditors does not yet have specific&#xD;
internal legislation detailing this area. Theoretical, methodological and management&#xD;
contributions: The systematization of guidelines and requirements for personnel admissions&#xD;
contributes both to the analysis and clarification of criteria relevant to the exercise of external&#xD;
control and to the guidance of those under its jurisdiction in carrying out future competitions,&#xD;
encouraging the holding of more honest public competitions, in harmony with constitutional&#xD;
principles. In methodological terms, the use of a qualitative case study focusing on the TCE/SE&#xD;
allows for a more in-depth analysis of the practice of external control at the state level, which&#xD;
can be replicated in other Brazilian Courts of Auditors. Regarding management, the research&#xD;
offers a concrete proposal for the systematization of guidelines and requirements, which&#xD;
proposes the improvement and speed of the analysis carried out by the Court of Auditors' own&#xD;
employees and, consequently, the guidance of those under its jurisdiction in carrying out future&#xD;
competitions. Social/societal contributions: contributions are very significant since the&#xD;
selection of capable and qualified civil Social servants, carried out in an increasingly integral&#xD;
and crystal-clear manner, directly impacts the implementation and efficiency of public policies,&#xD;
having a positive impact on the public interest. Results: It is expected that the results obtained&#xD;
in the research can support the development of internal legislation capable of promoting the&#xD;
presentation of a systematization of the requirements for analyzing acts of admission of&#xD;
personnel resulting from public competitions from the perspective of external control capable&#xD;
of being replicated by other Brazilian Courts of Auditors.</summary>

    <summary type="text">Título: Direito fundamental à educação: uma visão jusliterária em Vidas Secas

Abstract: This dissertation discusses the fundamental right to education from a legal-literary perspective&#xD;
in Graciliano Ramos's novel Vidas Secas. By exploring the intersection between law and&#xD;
literature, this interdisciplinary research seeks to understand how literary narrative&#xD;
problematizes cultural elements related to the right to education, addressing Brazilian social&#xD;
inequality, demonstrating the resilience of the characters from the northeastern hinterland, and&#xD;
the need to realize the fundamental right to education as an indispensable means to a dignified&#xD;
life. In this way, it is linked to the line of research “Process of Constitutionalization of Rights&#xD;
and Citizenship: Theoretical and Methodological Aspects” within the field of legal-literary&#xD;
studies anchored in phenomenological hermeneutics. The methodology used involves a&#xD;
qualitative approach based on a review of the literature and case law. In this sense, it aims to&#xD;
contribute, through legal criticism in Vidas Secas, to the discussion of the fundamental right to&#xD;
education, articulating the relationships between memory, the Constitution, democracy, culture,&#xD;
and development, while problematizing the conditions for the realization of the right to&#xD;
education in the face of Brazil's historical legal and cultural reality, analyzing the fulfillment of&#xD;
Sustainable Development Goal (SDG) No. 4 of the United Nations (UN) 2030 Agenda in Brazil&#xD;
and the role of the decisions of the Federal Supreme Court (STF) in an Extraordinary Appeal&#xD;
(RE) on education. It can be concluded that the novel Vidas Secas is an important tool for legal&#xD;
reflection and a source of constitutional hermeneutics, especially when linked to&#xD;
phenomenology and the cultural perspective of the Constitution. Finally, it was found that the&#xD;
decisions of the Federal Supreme Court in cases of general repercussion play a relevant role in&#xD;
the enforcement of this fundamental right, although some still present limitations when&#xD;
analyzed in light of the social dilemmas portrayed in the narrative.</summary>

Abstract: This research analyzes the scientific output of graduates from professional master's programs&#xD;
in Information Science located in the Northeast region of Brazil, considering its relevance&#xD;
for the evaluation, visibility, and understanding of the formative role of these programs&#xD;
within the National Postgraduate System. The study seeks to answer how the scientific&#xD;
output of students and graduates expresses the applied nature of professional master's&#xD;
programs and what challenges emerge in the process of identifying, organizing, and&#xD;
analyzing this information. The general objective is to map and examine the output&#xD;
developed during the course and after graduation, as well as to propose a technical solution&#xD;
capable of supporting the systematic monitoring of this output. To achieve this, five specific&#xD;
objectives were established: a) to list and map the scientific output of graduates while they&#xD;
were active students; b) to identify and map the output developed after graduation; c) to&#xD;
identify and categorize the technical products generated by the programs; d) to discuss the&#xD;
specificities of applied output in light of CAPES guidelines and the literature in the field; e)&#xD;
to develop an informational instrument for monitoring the scientific output of graduates. The&#xD;
methodology adopts a qualitative-quantitative approach, with procedures for document&#xD;
review, curriculum analysis, and classification of publications in scientific journals,&#xD;
following the original language of the journals and the delimitation criteria established in the&#xD;
corpus. The preliminary analysis reveals recurring difficulties in locating publications,&#xD;
resulting from the absence of specific public sections on institutional websites, the frequent&#xD;
outdatedness of Lattes curricula, and the dispersion of information across multiple&#xD;
platforms—factors that compromise the visibility and monitoring of post-graduation&#xD;
academic trajectories. The study also identifies the growing participation of graduates in&#xD;
scientific communication, with variations between programs and years, and demonstrates&#xD;
the need for tools that centralize and present the data generated by professional master's&#xD;
programs in an integrated manner. The developed technical product is a response to this&#xD;
scenario, offering a functional prototype aimed at organizing, systematizing, and visualizing&#xD;
scientific production, favoring evaluative practices, comparative analyses, and the&#xD;
consolidation of indicators on the formative contribution of the programs.</summary>
