Abstract: This dissertation, situated within the Concentration Area “Constitutionalization of Law” &#xD;
and linked to the Research Line “Process of Constitutionalization of Rights and &#xD;
Citizenship: theoretical and methodological aspects,” analyzes multilevel protection as &#xD;
a legal model for safeguarding the fundamental right to an ecologically balanced &#xD;
environment and its application to the environmental regulation of forestry in Brazil. It &#xD;
starts from the understanding that contemporary environmental protection requires &#xD;
coordinated forms of normative and institutional action capable of responding to the &#xD;
complexity of current environmental problems, particularly in light of the worsening of &#xD;
climate change, ecosystem degradation, and increasing economic pressure on natural &#xD;
resources. The research examines how multilevel protection manifests itself in the &#xD;
Brazilian context based on the structure of cooperative federalism established by the &#xD;
1988 Constitution of the Federative Republic of Brazil, particularly through the &#xD;
allocation of common administrative powers and concurrent legislative powers in &#xD;
environmental matters. It also analyzes the influence exerted by the international &#xD;
environmental commitments undertaken by the Brazilian State on the formulation of &#xD;
domestic environmental policies and on the constitutional interpretation of the right to &#xD;
an ecologically balanced environment. In the specific field of forestry, the dissertation &#xD;
investigates how forestry activities in Brazil have come to be regulated by a set of &#xD;
constitutional, statutory, and administrative rules structured across multiple levels of &#xD;
environmental protection. The research addresses the role of the National &#xD;
Environmental System (SISNAMA), the framework established by Complementary &#xD;
Law No. 140/2011, the current legal framework governing environmental licensing, the &#xD;
provisions of the Forest Code, and the impacts of the recent amendment introduced &#xD;
by Federal Law No. 14,876/2024, which removed forestry from the list of potentially &#xD;
polluting activities provided for in the National Environmental Policy (PNMA). Based &#xD;
on the analysis conducted, it was concluded that multilevel protection broadens &#xD;
environmental protection mechanisms by allowing different normative and institutional &#xD;
levels to act simultaneously with regard to forestry activities. However, the research &#xD;
also &#xD;
identified difficulties related to normative fragmentation, overlapping &#xD;
administrative powers, and the structural limitations of Brazilian federal environmental &#xD;
cooperation, factors that may undermine the effectiveness of environmental protection. &#xD;
It was further found that the administrative flexibilization introduced by Federal Law &#xD;
No. 14,876/2024 does not remove the constitutional duties of environmental &#xD;
preservation established in Article 225 of the Federal Constitution, and that &#xD;
environmental control mechanisms, administrative enforcement, and the protection of &#xD;
native vegetation therefore remain applicable. Methodologically, the deductive method &#xD;
was adopted, with a qualitative approach, through bibliographic and documentary &#xD;
research involving the analysis of constitutional provisions, ordinary legislation, &#xD;
international treaties, environmental regulatory instruments, and specialized legal &#xD;
scholarship. The dissertation is structured into chapters devoted to the analysis of the &#xD;
theoretical foundations of multilevel protection, its application within Brazilian &#xD;
environmental law, and the legal regulation of forestry in light of the Brazilian &#xD;
cooperative environmental model.</description>

      <title>IEGM e Agenda 2030: a dimensão i-Saúde e evidências institucionais para o planejamento municipal em saúde nos municípios sergipanos</title>

Abstract: Objective: To analyze how the items and results of the i-Saúde dimension of the Municipal&#xD;
Management Effectiveness Index (IEGM), articulated with the Sustainable Cities Development&#xD;
Index, Brazil (IDSC-BR), and the Municipal Health Plans (MHPs), can constitute institutional&#xD;
evidence useful for municipal health planning aligned with the targets of Sustainable&#xD;
Development Goal 3 (SDG 3) in the municipalities of Sergipe, from the perspective of public&#xD;
governance. Methodology: The research adopted a predominantly qualitative approach,&#xD;
complemented by descriptive quantitative treatment, and was designed as a single-case study&#xD;
with multiple units of analysis. Three sources of institutional evidence were articulated:&#xD;
IEGM/i-Saúde data and microdata for the 2017 to 2024 period; IDSC-BR indicators related to&#xD;
SDG 3 from the 2023 and 2024 editions; and five MHPs intentionally selected based on&#xD;
classification persistence, inclusion of the four typological profiles, territorial and demographic&#xD;
diversity, and documentary suitability. The MHPs were subjected to qualitative descriptive&#xD;
documentary analysis, guided by a protocol comprising five interpretive dimensions. Main&#xD;
Results: The i-Saúde dimension showed a predominance of intermediate classifications and, in&#xD;
2024, a redistribution toward category B, with a reduction in the number of municipalities&#xD;
classified in category C. This result was interpreted cautiously in view of the methodological&#xD;
changes made to the instrument. The typological articulation between i-Saúde and IDSC-BR&#xD;
identified four relative profiles, defined according to state medians, and 23 municipalities with&#xD;
persistent classifications across the two analytical pairings. The analysis of the MHPs revealed&#xD;
an incipient incorporation of the 2030 Agenda, variations in the coherence among diagnoses,&#xD;
priorities, objectives, targets, indicators, and monitoring mechanisms, as well as the absence of&#xD;
an automatic correspondence between the documentary quality of the plans and the&#xD;
municipalities’ relative positions in the instruments. Vocabulary convergent with the 2030&#xD;
Agenda was also identified, although without explicit textual linkage to this framework.&#xD;
Theoretical and Methodological Contributions: The research broadens the understanding of&#xD;
public governance informed by institutional evidence by articulating external oversight,&#xD;
monitoring of the 2030 Agenda, and sectoral health planning. Methodologically, it systematizes&#xD;
a typological procedure that can be replicated and adapted to other contexts, as well as a fivedimension analytical protocol for the documentary examination of MHPs. Relevance and&#xD;
Originality: The relevance of the study derives from the integration of instruments with distinct&#xD;
characteristics and purposes to support municipal health planning. Its originality lies in&#xD;
applying, to the health field in Sergipe, an articulation inspired by a precedent developed in the&#xD;
educational field and in proposing four relative profiles constructed from state medians. Social&#xD;
and Management Contributions: The research provides municipal managers, Municipal&#xD;
Health Councils, and the Sergipe State Court of Accounts (TCE/SE) with evidence and&#xD;
operational instruments, materialized in a Final Technical Report and a Practical Guide, to&#xD;
support the preparation and revision of MHPs, the incorporation of the 2030 Agenda and SDG&#xD;
3, the measurability of targets, documentary traceability, and budgetary articulation. By&#xD;
fostering more coherent, transparent, and evidence-informed plans, the research has the&#xD;
potential to contribute to greater responsiveness and equity in municipal health planning.</description>

      <title>Soft skills na gestão pública federal : abordagem no contexto da Era 4.0</title>

Abstract: To propose actions aimed at enhancing the soft skills of managers at the &#xD;
Geological Survey of Brazil (SGB) within the context of the transformations driven by the 4.0 &#xD;
Era. The study is based on the recognition that digital transformation has increased the &#xD;
demand for socio-emotional competencies complementing technical skills in contemporary &#xD;
Public Administration. Theoretical Framework: This research is situated within the Public &#xD;
Administration and Organizations research line of the Professional Master's Program in Public &#xD;
Administration (PROFIAP), contributing to the debate on human resource management and &#xD;
manager development in the public sector. Methodology: The study adopts a qualitative, &#xD;
exploratory, and applied approach, conducted through a single-case study. The investigation &#xD;
was structured around: (a) the development of a conceptual analysis matrix grounded in the &#xD;
specialized literature; (b) the design of a structured questionnaire comprising statements &#xD;
assessed using a five-point Likert scale, which was reviewed by a committee of experts in &#xD;
human resource management; and (c) the administration of the questionnaire to SGB &#xD;
employees to identify their perceptions of the soft skills by their immediate managers. The &#xD;
data were presented using divergent bar charts to identify the least developed item within each &#xD;
competency. Based on the theoretical framework, the findings supported the development of a &#xD;
technical product consisting of action plans designed using the 5W2H tool, with the objective &#xD;
of improving the least developed aspects of the soft skills assessed among SGB managers. &#xD;
Main Findings: The conceptual analysis matrix resulted in the identification of 14 soft skills &#xD;
that constituted the analytical framework of this study: (1) Communication; (2) Problem &#xD;
Solving; (3) Teamwork; (4) Adaptability/Flexibility/Resilience; (5) Interpersonal &#xD;
Relationships/Interpersonal Skills; (6) Creativity and Innovation; (7) Professional Ethics; (8) &#xD;
Leadership; (9) Critical/Analytical Thinking; (10) Conflict Resolution/Conflict Management; &#xD;
(11) Learning; (12) Decision-Making; (13) Customer/Citizen Orientation; and (14) Planning &#xD;
and Organization. The questionnaire results indicate that SGB employees hold a &#xD;
predominantly positive perception of their managers' soft skills. Nevertheless, specific gaps &#xD;
were identified in areas such as feedback, participatory planning, conflict prevention, and &#xD;
shared decision-making, which received the lowest levels of agreement among respondents. &#xD;
Theoretical and Methodological Contributions: From a theoretical perspective, the study &#xD;
advances the discussion on soft skills in Public Administration. Methodologically, the &#xD;
development of the conceptual analysis matrix contributes to reducing the conceptual &#xD;
fragmentation observed in the literature on soft skills. Furthermore, it provides a structured &#xD;
and replicable model for diagnosing and assessing soft skills in public organizations. &#xD;
Relevance and Originality: The originality of the study lies in integrating theory and &#xD;
practice by identifying behavioral gaps and proposing practical actions to foster the &#xD;
development of public managers, considering the demands of digital transformation and &#xD;
Public Administration 4.0. In addition, the research addresses an underexplored topic by &#xD;
examining soft skills within the context of Brazilian Public Administration. Social and &#xD;
Managerial Contributions: By promoting the development of socio-emotional competencies &#xD;
among public managers, the study contributes to the modernization of public management. &#xD;
Furthermore, it aligns with SDG 16 of the UN 2030 Agenda, which seeks to build effective &#xD;
institutions. From a managerial perspective, the proposed action plans may support the &#xD;
training of public managers, strengthen people governance, and foster an organizational &#xD;
environment better suited to the demands of the digital era.</description>

Abstract: To analyze, from the perspective of women working on the front line of public &#xD;
policies aimed at assisting other women, how the organizational and institutional &#xD;
structures of Public Administration influence their working conditions, care, and support. &#xD;
Methodology: Semi-structured interviews were conducted with eight female public &#xD;
servants from the Executive, Legislative, and Judiciary branches who work in policies &#xD;
related to women’s reception, protection, and assistance. Data were analyzed using &#xD;
Reflexive Thematic Analysis, following Braun and Clarke (2006, 2021). Main Findings: &#xD;
The findings show that these professionals experience emotional overload, physical &#xD;
exhaustion, and institutional invisibility. The themes identified—Mission as a Burden, &#xD;
The Warrior Woman’s Labyrinth, and Cornered Care—reveal that care for caregivers &#xD;
themselves is insufficient, fragmented, and predominantly reactive. Relevance and &#xD;
Originality: The study highlights the contradictions between the care provided by the &#xD;
State and the lack of institutional mechanisms to protect caregivers, contributing to the &#xD;
field of Public Administration. Theoretical and Methodological Contributions: The &#xD;
research integrates discussions on gender, care, emotional labor, and street-level &#xD;
bureaucracy, expanding the understanding of gender inequalities within public &#xD;
organizations. Methodologically, it demonstrates the potential of Reflexive Thematic &#xD;
Analysis to investigate subjective experiences in contexts of high emotional demand. &#xD;
Social and Managerial Contributions: The study reinforces the need to institutionalize &#xD;
care policies for female public servants responsible for implementing policies for women &#xD;
and proposes guidelines for a technical product focused on psychological support, &#xD;
prevention of occupational illness, professional recognition, and strengthening &#xD;
institutional support.</description>
