Os policiais militares na política sergipana: uma análise sociológica sobre a segurança pública e o poder político

Título: Os policiais militares na política sergipana: uma análise sociológica sobre a segurança pública e o poder político
Autor(es): Rocha, Marcos Andrade
Abstract: The objective of this research is to analyze the election of military police officers in
Sergipe to political-electoral positions, from 2010 to 2024, with a special focus on the period
from 2018 to 2024. This study emphasizes the social conditions of entry into the political race,
understood as the possibilities of entering the electoral competition by converting professional
resources into electoral resources. The central question guiding this research is to understand:
how do military police officers use their professional resources to be elected to political offices
in Sergipe? The hypothesis proposed is that police-politicians in Sergipe utilize professional
resources, converted into political resources, to build their candidacies through the
mediatization of their actions. The conclusion suggests that, in Sergipe’s case, there is a
tendency for police-politicians to have politically established themselves through one or more
of these three preconditions: a) Participation in advocacy movements through class
associations; b) Engagement in philanthropic or assistance associations; c) Mediatization of
crime-fighting actions, notably against drug trafficking and armed robbery.

Abstract: Public policies are the means by which societies relate to each other and to the
environment by solving problems common to certain groups, through power dynamics and
political practices, requiring a set of processes, drawn up and implemented by government
actors (at municipal, state or federal level), based on a government agenda, with the aim of
ensuring basic rights for the population. The aim of this article is to problematize the Western
intellectual tradition on public policy studies, pointing out the colonial challenges and
presenting the emergence of a national literature as a decolonial studies perspective, using
comparative studies and a literature review as methodologies. Firstly, the subordinate
intellectual tradition of Brazilian Sociology was discussed, as a result of an imperialist academic
project; secondly, a comparative study was carried out between the case of France and Brazil
with regard to public policy studies, highlighting the contribution of Sociology to this field.
Finally, a brief theoretical-methodological contribution was made to the study of public policy
in Brazil, focusing on studies carried out by some researchers linked to the Federal University
of Sergipe, highlighting the importance of adopting a decolonizing perspective. The conclusion
is that the importation of sociological problems and theories from imperialist centers must be
275
overcome in favour of the formulation of theories, methods and techniques for the analysis of
national social problems, challenging external domination and promoting awareness of the
crisis of sociology in the search for decolonization.

Abstract: This article examines the use of digital social media as political communication tools
by Sergipe's congress members during the exercise of their mandates. It was developed based
on a final undergraduate project. The research starts from the understanding that communication
is an essential element of politics and that digital media facilitate closer interaction between
representatives and constituents, altering practices of representation. Through a literature
review, field research involving digital ethnography and content analysis, and ethnographic
interviews, the study sought to understand the dynamics of digital political communication
within the legislative branch. The results indicate that the digital political communication of
Sergipe's congress members follows a logic of "permanent campaigning" (Gomes, 2004),
characterized by personalistic strategies focused on direct proximity to the electorate and
showcasing the politician's ability to channel resources to the population, often at the expense
of party agendas or mobilization content.
