Título: As faces do excepcionalismo canadense na política migratória : entre o multiculturalismo e a securitização
Autor(es): Soares, Ingra Souza
Abstract: Migration is an intrinsic humanity phenomenon and a recurring theme in international relations debates. Throughout history, various events have triggered migratory flows in different parts of the world. Conversely, the global scenario in the 21st century has increasingly highlighted negative perspectives on this phenomenon, especially associating immigrants with crime. After the terrorist attacks of September 11, 2001, in the United States, International Security Studies (ISS) began to encompass new themes beyond the political and military aspects, and in this context, migration is seen as a threat to national security. The securitization theory of the Copenhagen School explains the construction of a discourse that emphasizes a substantial threat to the point of producing political effects that, for the most part, result in negative impacts on certain groups within a society. In recent years, policies and measures restricting the entry of immigrants have intensified, especially in Europe and the United States, including in cases of asylum applications. Canada is internationally viewed as a welcoming country for immigrants and has multiculturalism as one of the main aspects of its society. This reflects the idea of Canadian exceptionalism in immigration policy. However, the country not only has a history of discriminatory laws against immigrants but is also not immune to the process of securitization. This work seeks precisely to describe securitizing legal instruments adopted by Canada after 2001 that directly affect immigrants and certain social groups, in addition to the actions of the media and the Canadian far right.

Políticas de internacionalização das federais do Nordeste e do Norte : princípios políticos e investimentos

Título: Políticas de internacionalização das federais do Nordeste e do Norte : princípios políticos e investimentos
Autor(es): Oliveira, Anderson Miguel de
Abstract: Internationalization is an agenda that was incorporated relatively late into the planning of federal universities in the North and Northeast regions of Brazil. In addition, these regions are less favored in terms of investment compared to those located in the South–Southeast axis, and this late incorporation results in processes that are still incipient and disconnected from strategies aimed at integrating these regions into the global knowledge community. Therefore, studying the positioning of internationalization as a strategic priority for universities in these regions remains urgent. How they conceptualize it and how much they invest are questions that provide an interesting starting point. The objective of this study is, based on a bibliographic discussion of concepts and issues related to the internationalization of higher education, to identify the perspectives and investments of some universities in order to generate initial indicators for future researchers who wish to formulate more specific questions.

Abstract: This work analyzes the reshaping that has occurred in Global Value Chains as a result of the impacts generated by the major global crises of the 21st century: the 2008 Financial Crisis and the 2012 Eurozone Crisis, the first term of US President Donald Trump (2017-2021), the COVID-19 pandemic, and the Russia/Ukraine War. The aim is to investigate the impacts these crises had on international trade that motivated the reconfiguration of these productive arrangements. The methodology combines theoretical review with empirical analysis of varied data on imports and exports and more specific information on value chains around the world. The role of these events in the formal and structural modifications that proved necessary for maintaining the functions of Global Value Chains as engines of world trade will be discussed, especially the management of risks that often arise unexpectedly with each new crisis event. The results indicate that learning, the application of resilience techniques, risk management in crisis scenarios, and offshoring movements were the main effects of the events described, concluding that the Financial Crisis highlighted the significant exposure of supply chains to extreme events. Changes in global value chains occurred a few years later, beginning and being tested in the wake of the trade war and attacks on the foundations of international trade carried out by then-US President Donald Trump, and consolidating in the extreme phenomenon of the COVID-19 pandemic and the Russo-Ukraine War.

Título: Sionismo e a articulação de narrativas pró-israel no Brasil : disputas simbólicas e o uso discursivo do antissemitismo após o 7 de outubro
Autor(es): Aguiar, Eduarda Torquato
Abstract: This study analyzes the discursive patterns mobilized by Israelite Confederation of Brazil (CONIB), the Brazil-Israel Institute (IBI), and StandWithUs Brazil in Instagram publications following the events of October 7, 2023. It examines how these institutions frame the Israeli-Palestinian conflict and mobilize antisemitism as a category structuring public debate. The research is grounded in Critical Discourse Analysis, based on van Dijk (2008), and incorporates Mirzoeff’s (2011) notion of visuality. The results indicate a structural convergence between the institutions, marked by the centrality of the security framework, the legitimization of Israeli self-defense, and the expansion of antisemitism as an interpretative category. It is concluded that, although no formal coordination is identified between the actors analyzed, there is a convergent discursive dynamic with the potential to influence public opinion, approaching digital advocacy practices and configuring, on a symbolic level, a form of informal lobbying aimed at consolidating frameworks favorable to Israel in the Brazilian public sphere.
