Serviço social e trabalho: uma análise dos formatos de contratação das assistentes sociais atuantes em Aracaju/SE

Abstract

This dissertation is the result of a study that investigates the contractual relationships to which social workers in Aracaju/SE in the public service are subject. Among other objectives of a specific nature, it seeks to: Highlight the main ways of hiring social workers in Brazil and Aracaju; Evaluate aspects of race and gender in precarious contracts; list initial elements for the debate between implementing the ethical-political project x precarious contracts in Social Service. Furthermore, we seek to highlight the main challenges posed to social workers in the scenario of intensified exploitation resulting from the context of labor reform and the impacts that reverberate in the public sector. This is an exploratory research, based on bibliographic and documentary sources. Therefore, the methodological paths have been processed through the following steps: document analysis – highlighting the links, remuneration and bonuses contained in the transparency portal; latest public tender notices (selection or effective process), official gazette of municipalities (assessment of the existence of a hiring process through pejotization) and public domain data. Bibliographical research, focused on the debate on productive restructuring and its consequences in the world of work, especially in the public service; precariousness; the impacts on the worker's life taking into account the objective/subjective dimensions. In view of the preliminary progress of the research, we present some results: absence of pejotização in some municipalities surveyed in the State of Sergipe; strong traces of historical heritage in hiring through simplified selection processes (PSSs). Therefore, the data presented is demonstrating that there is a tendency to replace social workers through selection processes to the detriment of public competitions. Furthermore, the race and gender of professionals included in the route of precarious contracts is highlighted.
