| Resumen: | O presente trabalho aborda questões relacionadas com o processo de envelhecimento da população brasileira e o aumento da demanda por atendimento aos idosos através de Instituições de Longa Permanência para Idoso (ILPI). Essa nova realidade implica com a adoção de formas de cuidados de longa duração para a população mais envelhecida e dependente. As ILPI apresentam-se como uma das alternativas ao acolhimento desse segmento populacional que não contam com suporte financeiro ou familiar para viver, de forma digna seu envelhecimento. Nesse sentido, o objetivo geral do trabalho é analisar o papel do Estado em assegurar direitos para idosos nas Instituições de Longa Permanência para Idoso em Aracaju/ SE. Para identificarmos o funcionamento e os sujeitos que fazem parte destes espaços, realizando uma análise sobre os cuidados e as dificuldades encontradas para que os idosos possam permanecer com seus direitos perante a sociedade, as contribuições/conquistas para ampliação do acesso por parte dos idosos, problematizando a garantia dos direitos assegurados por lei. Neste sentido, a segunda etapa do trabalho é para avaliar como se configura a existência das ILPIs e a sua articulação com o Estado enquanto assegurador de direitos. A pesquisa é de natureza qualitativa e quantitativa descritiva. Foram utilizadas as pesquisas bibliográficas e de campo, com entrevistas semiestruturada com os representantes lotados nos Conselhos dos Idosos e das instituições pesquisadas, amostra definida por critério de acessibilidade. A pesquisa justificou-se por possibilitar fazer uma abordagem a partir das configurações das ILPIs, numa perspectiva sócio histórica. O método utilizado para análise e interpretação foi o materialismo histórico dialético. A análise e interpretação dos dados apontam que em Aracaju as ILPIs se caracterizam com baixa cobertura municipal, apesar dos direitos assegurados por lei, revelam um distanciamento entre o atendimento preconizado pela legislação e a capacidade real de atendimento das instituições, destaca-se a importância do controle social no processo de efetivação das políticas públicas e na fiscalização do atendimento dos idosos. Os resultados mostram que embora com as políticas públicas voltadas para os idosos e avanços, existe a necessidade da materialização, que se expressem em serviços que auxiliariam nos cuidados com os idosos. |
| Resumen : | The present study addresses issues related to the aging process of the Brazilian population and the increase in demand in Long - term Institutions for the Elderly (ILPI).These institutions are presented as an alternative to the reception of this segment of the population that do not have the financial or family support to live, in a dignified way their aging. In this sense, the general objective of the study is to analyze the role of the State in securing rights for the elderly in Long Stay Institutions for the Elderly in Aracaju / SE. Part of the analysis of the processes of institutionalization from the old asylums to the referred institutions, with special attention on the relation between State and society, to identify the functioning and the subjects that are part of these spaces, an analysis was made on the care and difficulties Found so that the elderly can remain with their rights before society, the contributions / achievements to increase access by the elderly, problematizing the guarantee of the rights guaranteed by law.In this sense, the configuration of the existence of ILPIs and their articulation with the State as a rights insurer were evaluated.. The research is qualitative and quantitative descriptive in nature. We used bibliographical and field surveys, with a semistructure interview with crowded representatives in the Elderly Councils and with the representatives of the ILPIs surveyed, a sample defined by accessibility criteria. The method used for analysis and interpretation was dialectical historical materialism. The research was justified by making it possible to approach from the ILPI configurations, from a socio-historical perspective. The analysis and interpretation of the data indicate that in Aracaju, ILPIs are characterized by low municipal coverage, despite the rights guaranteed by law, revealed a distance between the service recommended by the legislation and the actual capacity of care of the institutions, the importance of the Social control in the process of effective public policies and in the supervision of the care of the elderly in ILPIs. The results show that although the public policies focused on the elderly and advancement, there is a need for materialization, which are expressed in services that would assist in the care of the elderly. |
