Atuação da Organização das Nações Unidas na Fundação do Sudão do Sul : 2000- 2011

Abstract

These work is a Case Study explaining the historical, treaty related and International Politics’ features that involved the United Nations Organization’s (UN) Acting in the foundation of South Sudan. It shows the geopolitical and social scenario in the Sudan, their inter ethnic conflicts (Arabian x Dinka x Nuer) and inter religious (Christians/Animists x Muslim), which were historical determinants to the Civil War process: Anyanya I and Anyanya II. Exploring through the optics of International Treatises there is an analisis on the CPA Treaties (Comprehensive Peace Agreement) in its enforcing clauses that conducted to the Foundation of South Sudan, and the process in which the United Nations Organization (UN), influenced and acted in the south Sudanese independence. Methodologically guided by an International Relations’ historical perspective and documental analisis on international treatises, as well as in academic literature relating to the case UN / South Sudan. Intends to demonstrate, through an International Relations defined approach, a sui generis founder process of the paramount actor do the IR science: the State, which foundation, in South Sudan’s case, was given in connection with the power of an International Organization, the UN. Justifies itself as a contribute to better understand the scientific importance of the African State’s Themes in their relations with the International Organizations, put to a second place into the field of International Relations. Hypotheses orienting the Case Study: Determining UN influence in the Founding Process of South Sudan. South Sudan would be an illegitimate State without the diplomatic helping and recognition of the UN. The diplomatic legates and the proper Peacekeeping Mission to South Sudan were authorized by the Security Counsel of the UN to the development of South Sudan’s statebuilding. The Great Powers sought to influence the power relations and status quo in the Sudan and in Southern Sudan. The main results obtained from these Case Study relates to the understanding of movements connected to the States Succession issues through Civil Wars which came to a term with the treaties proposed by International Organizations’ interferences and resolutions. There is also an effort to deepen the knowledge on the African international themes inserted in a contemporaneous set of thematic, like the Globalization and New States Foundation under the International Relations Theories optics
