Instituições, desenvolvimento e social technology : novas perspectivas aplicadas ao contexto das transformações institucionais do Brasil

Abstract

The dissertation reviews the principal arguments of the institutionalist approach, having as central point of convergence concepts from the modern evolutionary approach as well as the theoretical institutionalists. From a broad perspective, institutions are mechanisms that shape the economy promoting interlinkages and/or limitations between economic agents and social actors. To this end, this dissertation seeks to understand the roots of the institutional approach, its evolution and interaction with other theories. The dissertation further seeks to understand the significant transformations that the Brazilian institutional framework has undergone, particularly through the implementation of new institutional arrangements since 2000. It was through the process of decentralization of CT&I, that the Brazilian institutional context has evolved over decades, which promoted the consolidation of innovations in institutional arrangements, specifically, within the framework of public health, as is the case of Program search for the unified Health System. Another more recent example stems from the grant program within the transport and logistics sector.
