Transferências voluntárias a municípios brasileiros : integrando experiências, gargalos e perspectivas

Abstract

Carrying out any infrastructure project always requires financial resources that the municipality often cannot afford on its own. Voluntary transfers are a tool that enables managers to obtain federal funds to support various projects for the population. This paper presents an integrative systematic review of studies already published by several authors. The overall objective was to analyze emerging topics related to voluntary transfers for infrastructure projects in Brazilian municipalities between 2011 and 2024, with a view to reducing losses due to failures in the process of obtaining these resources. The integrative review methodology was used based on studies available on Google Scholar, and consisted of six stages: 1. Identification of the topic and choice of the research question; 2. Definition of inclusion and exclusion criteria; 3. Identification of pre-selected and selected studies; 4. Categorization of the chosen studies; 5. Analysis and interpretation of results; and 6. Presentation of the review/synthesis of knowledge. The results of this research showed a greater presence of works in the southern and southeastern regions of Brazil, and Arretche stood out among the authors most cited in the selected publications. Given the above, it is important for public managers to be able to overcome bottlenecks through the experiences already mentioned in the literature in order to generate good prospects for voluntary transfers for carrying out infrastructure works that will be delivered to the population.
