A marca da participação social na formulação do Plano Nacional de Resíduos Sólidos

Abstract

The general objective of this thesis was to analyze the social participation mark in the elaboration of the National Plan of Solid Waste, considering that a first version of the plan was submitted to the debate with the society through five public audiences and one national public audience. It was assumed, as the first hypothesis of this research, that the creation of new mechanisms of participation and deliberation of society makes present a plural method of greater engagement of society. However, it was proposed as an additional hypothesis that the participation of society in the formulation of the Plan did not change fundamental aspects of its final wording. The specific objectives were: i) to identify the participants and describe how society was represented by them; ii) to analyze the discussion process in the construction of the Plan text; iii) to measure the deliberative effectiveness in the final text of the Plan. Methodologically, this was an exploratory and descriptive research; quantitative and qualitative in its classification and cross-sectional. Discourse analysis and content analysis were used as research techniques. In the obtained results, it was observed that: i) the three segments of society - civil society, government and market - participated actively in the audiences; ii) the discursive formations of civil society showed the social concern, the discourse of the government focused on the work and the speeches of the market converged to the financial axis; iii) the social participation was effective regarding the modification of the preliminary text for the end of the Plan. In view of these results, the first hypothesis, of insertion of the society in the political discussion, was confirmed. However, the second hypothesis, that social participation in the Plan hearings would not have been effective, was refuted.
