Políticas sociais para pessoas surdas no Brasil

Abstract

The aim of this study was to analyze Brazilian social policies aimed at deaf people, with a view to understanding how the socio-historical context, deafness and national legislation influence the formation of culture and individuals, as well as their access to society. The methodological approach adopted is that of dialectical historical materialism, which guided the analysis of laws and the historical context of the subject in focus, through the collection of bibliographic and documentary material with a qualitative approach. The main findings highlight that the historical process, both global and Brazilian, is intrinsically linked to forms of social organization and that it is only through intense demands arising from the class struggle that individuals have been able to conquer their spaces. Although progress has been made in terms of accessibility, deaf people still face a number of obstacles, such as access to social rights, given the inaccessibility of communication. In this way, we can see that the enactment of laws is one of the ways to ensure access to social rights.
